The Bureau Congolais du Droit d'Auteur (BCDA) is the collective management organization for copyright and neighboring rights in the Republic of Congo (Congo-Brazzaville). It was created by Decree No. 86/813 of 11 June 1986, which entrusted it with serving as the intermediary between creators and users of protected works.
BCDA's primary responsibilities include prospecting, collecting, and distributing royalties to rights holders across all artistic categories: musicians, painters, photographers, graphic designers, filmmakers, writers, and software creators. It collects from establishments exploiting musical works, including bistros, nightclubs, buses, and live performance venues, and distributes the collected fees to registered rights holders. The organization has over 3,000 members.
BCDA has been a member of CISAC since 1987, joining just one year after its formal establishment, which enabled immediate access to the international network for reciprocal royalty transfers. This membership allows royalties collected on Congolese works in partner territories to be remitted to BCDA for distribution to local rights holders.
