Global Music Rights (GMR) is a United States performing rights organization founded in 2013 by music executive and manager Irving Azoff, alongside longtime PRO executive Randy Grimmett. Described as the first new US PRO in roughly 75 years, GMR was created as an alternative to the long-established ASCAP and BMI, which together administer the large majority of public-performance rights in American music. As a performing rights organization, GMR licenses the public-performance rights in the musical works of the songwriters and composers it represents, then collects and distributes royalties for uses such as radio airplay, streaming, television, and public venues. Its client base is invitation-only, and the company emphasizes personalized administration and analytics tools over the scale-driven model of the larger PROs. GMR also administers foreign performance income for its writers through reciprocal arrangements with international collecting societies, giving its US-based roster global royalty coverage across territories where its members' works are performed.
GMR has been defined in part by a protracted antitrust dispute with the Radio Music License Committee (RMLC), which represents commercial radio broadcasters. In 2016 the RMLC sued GMR, alleging its all-or-nothing catalog licensing was anticompetitive; GMR countersued, characterizing the RMLC as an unlawful buyers' cartel. The dueling suits ran for more than five years before the parties announced a settlement on 7 January 2022, under which participating stations entered long-term GMR licenses effective 1 April 2022, resolving the litigation.
