The Japanese Society for Rights of Authors, Composers and Publishers (JASRAC) is Japan's oldest and largest music copyright collective management organization. Its predecessor, the Great Japanese Music Copyright Association, was established in 1939 following the enactment of Japan's copyright brokerage act and began operations in 1940. Operating as a non-profit foundation based in Tokyo, JASRAC acts as trustee of copyright for songwriters, lyricists, composers and music publishers. It licenses musical works to users, collects license fees, distributes royalties to rights holders, and monitors copyright infringement across Japan.
JASRAC manages performing rights, mechanical reproduction rights, and rights for interactive transmission such as streaming and download services on behalf of its members. It grants licenses to broadcasters, venues, digital platforms and other users, then distributes the collected fees back to authors and publishers according to reported usage. As a member of CISAC, the International Confederation of Societies of Authors and Composers, JASRAC exchanges reciprocal representation agreements with sister societies worldwide, allowing it to license foreign repertoire in Japan and collect royalties abroad for Japanese works.
In fiscal 2024, JASRAC collected a record 144.58 billion yen in copyright royalties, up 7.42 billion yen year on year, and distributed a record 142.33 billion yen. Interactive transmissions such as music subscription and video services, along with large-scale concerts and live performances, drove the growth. JASRAC's blanket licensing of broadcasters drew a JFTC cease-and-desist order in 2009; after litigation, Japan's Supreme Court effectively closed the antitrust dispute in 2015. In October 2022, the Supreme Court ruled that music-school students need not pay copyright fees for their own practice.
