SABAM (Société d'Auteurs Belge – Belgische Auteurs Maatschappij) is Belgium's main collective management organisation for authors' rights. It was founded in 1922 at the initiative of composer Emiel Hullebroeck, originally under the name NAVEA, and adopted the SABAM name in 1945. Headquartered in Brussels, it licenses and collects royalties whenever protected works are performed, broadcast, reproduced or made available in Belgium, then distributes those sums to the rightsholders it represents across music, audiovisual, literature, and the performing and visual arts.
SABAM operates as a cooperative company with limited liability whose members include composers, songwriters, authors, publishers, directors, photographers and other creators. It grants licences to users such as broadcasters, venues, festivals and digital services, matches reported usage data to registered works, and pays the corresponding royalties to members. Through reciprocal representation agreements with sister societies abroad, it also collects for Belgian rightsholders when their works are used internationally and pays foreign rightsholders for use in Belgium.
As of 2023, SABAM reported over 48,000 members and distributed around €130 million to rightsholders that year. It has been involved in several notable disputes: a 2017 tariff increase for festivals that the Brussels Court of Appeal later confirmed constituted an abuse of a dominant position, and earlier legal action against internet service providers over royalties for downloaded and streamed music. In 2023, undistributed royalties held by Belgian collecting societies drew broader sector scrutiny.
